Shanghai Traffic Restrictions Regulations


From 7:00 to 10:00 and 15:00 to 20:00 daily, eight hours a day (excluding Saturdays, Sundays, and national holidays).

Shanghai Vehicle Restrictions Regulations

Prohibit the passage of small passenger cars with license plates from other provinces or cities, small passenger cars with temporary driving license plates, rental small passenger cars without passengers, and small passenger cars driven by probationary drivers (excluding Saturdays, Sundays, and national holidays):

Shanghai Restricted Area (Elevated) Regulations

1. Yan'an Elevated Road (east section of S20);

2. North South Elevated Road (from Huma Road to Luban Interchange);

3. Yixian Elevated Road (full line);

4. Humin Elevated Road (entire line);

5. Zhonghuan Road (full line);

6. Huaxia Elevated Road (full line);

7. Luoshan Elevated Road (entire line);

8. Elevated road in the resort area (from Zhonghuan Road to Xiupu Road section);

9. Inner Ring Elevated Road (excluding the sections from the entrance of Zhongshan North Second Road in the inner ring to the exit of Jinxiu Road, and from the entrance of Jinxiu Road in the outer ring to the exit of Huangxing Road);

10. Nanpu Bridge;

11. Lupu Bridge;

12. Yan'an East Road Tunnel.



Shanghai has not adopted the last digit restriction regulations, and the main restrictions are for non local vehicles. During the restricted time, vehicles from other places are not allowed to enter the designated elevated road, while vehicles with Shanghai license plates are not restricted.


How to punish violations of Shanghai's traffic restrictions?

The punishment is a deduction of 3 points and a fine of 200 yuan.

Which vehicles are not affected by Shanghai's traffic restrictions?

1. Fire trucks, ambulances, and engineering rescue vehicles that carry out tasks;

2. Buses, taxis (excluding rental vehicles), new energy vehicles, inter provincial long-distance passenger vehicles and large buses, postal special vehicles, vehicles holding tourist bus operation certificates issued by transportation management departments, and school buses;

3. Administrative law enforcement vehicles and specialized vehicles for clearing obstacles that spray unified identification and carry out tasks;

4. Special operation vehicles for garden and road maintenance, funeral vehicles for funeral homes;

5. Vehicles with license plates starting with "make" and "lead" and vehicles approved for temporary entry.


Precautions for Shanghai's restricted vehicles

1. Can be accessed through restricted intersections

Vehicles with restricted license plates can pass through intersections with restricted roads directly, but are not allowed to turn left or right into restricted roads.

2. Emergency situations can seek help

If there is an emergency situation such as medical treatment, you can seek help from the traffic police on duty at the intersection. If you receive a fine, you can report the situation to the Chengdu Traffic Management Bureau.

3. Not allowed to borrow bus lanes

During the restricted period, the Second Ring Road will retain a dedicated bus lane, allowing only three types of vehicles: buses, registered school buses, and unit transport vehicles to pass through. Restricted vehicles are not allowed to pass through the lane
